Ayub Quadri shifted again, more changes at top level


The government has brought fresh changes to the top level of civil administration.

Under the new arrangements the government appointed four chiefs of different bodies as secretaries to different ministries and transferred two top secretaries.

Secretary to the Ministry of Water Resources Ayub Quadri was again transferred to the Ministry of Industries. He has been transferred three times in last four months. Quadri was transferred a few days ago to the Ministry of Science and Information and Communication Technology but it was cancelled after he wrote a letter to the Prime Minister stating his frequent transfers. But the government transferred him again to the Ministry of Industries on Wednesday. Reliable sources say a dispute over the tender process of GK project that involved over Tk 100 crore is the reason for his frequent transfers and it appears to be harassment. None was appointed in Quadri's post till yesterday, official sources said.

Secretary to the Ministry of Industries Shoaib Ahmed was transferred to the Ministry of Environ-ment and Forest. The post was vacant as the incumbent Syed Tanveer Hussain went on LPR Wednesday.

Lutfar Rahman Talukder, executive director of Jamuna Multi-purpose Bridge Authority, has been appointed as the acting secretary to the Ministry of Science and Information and Communication Technology.

The Privatisation Commission member Rafiqul Islam was appointed as acting secretary to the Ministry of Religious Affairs, Chairman of Bangladesh Land Port Authority Abul Kalam Md Shamsuddin was appointed as executive director of Jamuna Multi-purpose Bridge Authority. Chairman of Bangladesh Inland Water Transport Authority (BIWTC) Barrister Muhammad Haider Ali was made additional secretary to the Economic Relations Division.

According to separate notifications Deputy Director of Land Record and Survey Department Nurul Islam has been appointed as district commissioner (DC) and district magistrate of Chapai-nawabganj. Additional Chief Metropolitan Magistrate in Dhaka Nasiruddin Khan was made DC of Faridpur.

The government has deputed five senior assistant rank officials to assist the National Pay Commission. They are Saiful Islam and Asadul Islam of the Ministry of Health, Ahsanul Jabbar of Local Govern-ment Division, Foyzur Rahman of Finance Division and Badrul Arefin of Planning Division. Earlier, the government appointed Joint Secretary of the Health Ministry Khandaker Rashidul Haq as member-secretary to the National Pay Commission. Former cabinet secretary Mujibul Haq was made chairman of the commission.
