Tk 40,000cr a year issue

Govt needs the money if it gives in to demand for wholesale nationalisation of non-govt schools, colleges

The government will require more than Tk 40,000 crore annually if it nationalises all non-government educational institutions of secondary and higher secondary levels.

The education ministry has recently come up with the primary estimate in the wake of street agitation by teachers, who are pressing for nationalisation of their jobs as well as institutions.

In a review report, the ministry said the government has to spend around Tk 40,189.5 crore, nearly 40 percent of government expenditure in non-development sector, if it nationalises 35,396 educational institutions, including MPO-listed and non-MPO schools, colleges, madrasas and technical institutions.

Of the institutions, 27,647 schools, colleges and madrasas are enjoying the monthly pay order (MPO) facility, and the rest continue to press for it. These institutions are run under the supervision of the Directorate of Secondary and Higher Education (DSHE) and the Directorate of Technical Education (DTE).

Teachers and employees of MPO-listed institutions under the banner of pro-government and pro-opposition teachers' associations are simultaneously waging movement with almost similar demands.

Pro-ruling party teachers' associations demand nationalisation of the entire education system, while BNP-backed bodies mainly want nationalisation of their jobs.

The teachers boycotted classes for three weeks this month to press home their demands, hampering the academic activities of secondary and higher secondary students.

Their movement apparently gained a thrust after Prime Minister Sheikh Hasina nationalised 26,193 non-government primary schools on January 9.

A section of pro-government teachers' bodies even claims the government would not require extra money if it nationalises the entire education system.

They argue that the government can nationalise the institutions in three phases and arrange the necessary funds over three fiscal years.

But the ministry's report doesn't substantiate their claim.

Around Tk 20,150.64 crore will be needed every year if the government nationalises MPO-listed and non-MPO 21,014 schools, says the report.

The ministry has allocated Tk 303.97 crore for 317 public schools in the current fiscal year. The annual expenditure of each school is Tk 95.89 lakh on average. The spending includes teachers' salaries and other benefits, not pension and gratuity.

On the other hand, the ministry allocated Tk 566.74 crore for 252 public colleges in this fiscal year and the annual expenditure of a single public college is Tk 2.24 crore on average.

If the government nationalises MPO-listed and non-MPO 4,844 colleges, it will have to spend Tk 10,891.77 crore annually, the report says.

The government now spends around Tk 4,800 crore annually for MPO-listed schools, colleges, madrasas and technical institutes under DSHE and DTE to pay basic salaries of teachers and employees of these institutions.

Education Minister Nurul Islam Nahid has termed the teachers' demands impractical.

"Our total budget for the education ministry is around Tk 11,600 crore and we would require Tk 40,000 crore if we nationalise these MPO-listed and non-MPO educational institutions," he told The Daily Star.

"The teachers have to understand the reality."

He said no previous government had done what this government did for teachers in the last four years.

Thank God. Somebody is looking at the immense figures that would be needed to finance such idiotic plans that Awami League is planning to undertake. This and other statements made by Awami League is nothing but empty promises to vast sea of amoeba brain people who keeps voting in criminal persons to be our government!

Is it really a good idea to nationalise all these schools simply for the sake of guaranteeing salary of the teachers by the government? We are well aware that the government cannot administer these institutions well. Take the government clinics for example: the doctors in the rural clinics are busy doing politics and hardly show or show up whenever they feel like it. The same will happen with the schools.

    Please recognise the problem here. Why are there pro-government and pro-opposition teachers associations? Please, for the sake of Allah, stop the politicisation of every segment of society. Teach civic duty instead.

    Education is the birth right of every citizen. Either all schools and colleges should be under government and free or all of the schools or colleges should be private. Under no circumstances, there should be government schools for the rich city dwellers and no schools for the poor villagers. This discrimination is immoral, un-Islamic and inhuman and must stop.

    If the government cannot pay enhanced salary to the teachers, then it should provide the following services to the teachers:

    a) Free medical facilities

    b) Essential food items at subsidised rates

    c) Subsidised transport facilities

    d) Free higher education at universities. I believe these will greatly minimise the suffering of teachers.

    I don't understand the reasons why the teachers want the schools to be nationalised. Getting salaries through MPOs and some insignificant government benefits surely do not outweigh teaching for a private school?

    MPO facility was given to the schools and colleges based on the political alienation till now. The school and college which managed strong lobby could earn MPO facility. My sister has been working as a teacher in Rupdia College, Jessore for last more than 7 years without any single penny. She has to take all the expenses to take the classes of her college from her family. She is a popular teacher among her students. Seeing her financial hardship, she wanted to quit that college for couple of times but she could not come out from that college only because of her affection to the students of that college. College administration has been continuing giving hope to my sister year after year that her subject (philosophy) would get facility shortly. But till now there is no headway to any pecuniary benefit from her beloved institution. My sister has to take classes for both philosophy and English. She spends lot of time in home to prepare herself to her classes in the best manner. The thin voice of so many teachers' agony like my sister can not reach to the policymakers. They have been slaughtering their lives to light the candle of education among thousand of students in her locality in Rupdia, Jessore but in return they are not getting mere benefit from their institutions. I know this writing will also be overlooked by the policy maker of the related avenues, but still I am writing on her behalf with a hope. Hope is the last resort of those fully unpaid teachers to struggle to continue to educate the nation. The pale eye of those teachers like my sister stares at the sky only to hear a good news in a fine morning.

    Though it is a money matter, but we should consider nationalisation issue for the sake of quality education for all. If we can make quality teachers in every educational institution, in return we will get quality education from them. The government should ensure job satisfaction of the teachers after providing them required salary and benefits. Accordingly, the government should explore ways and assistance from our development partners/donors to meet up the financial needs and technical assistance. Where there is a will, there is a way. On the other hand, the teachers who are involved in the movement of nationalisation leaving behind their job stations/educational institutions --should go back to their offices and be involved in teaching to the innocent students. We, the members of civil society will talk in favour of you to the government. We respect all of the teachers of our country, because quality teachers are the hearts of quality education to build an educated and prosperous nation.

    It is not possible to bear such a big expenditure as revenue collection of the govt. not satisfactory.

    This is landslide nationalisation of education institutions and is quite impractical and inferior political decision aiming at making the path of next govt. rough, no matter which party forms the govt. Instead, different facilities for the teachers could have been extended, for example, food rationing, medical facilities at reduced cost, reducing their child's education-cost and so on. This decision will appear as a colossal and inevitable economic burden for the nation as it will engulf some 40 percent of country's total annual non- development budget. Notably, this govt. will not have to pay any for this decision within its tenure, perhaps.
