HC rejects Chinese company's writ

The High Court Division yesterday rejected the writ petition filed by Chinese telecom equipment vendor ZTE Corporation challenging the legitimacy of the Bangladesh Telegraph and Telephone Board's (BTTB) mobile phone project.The court earlier asked the BTTB to maintain status quo for 10 days and asked the government to explain why the BTTB's mobile project would not be declared illegal. The ZTE Corporation in its petition claimed that it was declared responsive in the preliminary evaluation but was announced non-responsive afterwards. The launch of the BTTB's cell phone project is heading for a month's delay following the writ petition. BTTB Chairman SATM Badrul Hoque said the court has given its verdict in favour of the BTTB. "We will do our best to minimise the delay caused by the writ petition and try to maintain the launch schedule as far as possible," he told The Daily Star yesterday. He said, "The financial offers of responsive bidders were opened yesterday but we were behind schedule by one month after the Chinese company went to the court." The BTTB in its plea said the process of floating tenders of the mobile phone project was conducted in a very transparent manner. Though the litigation delayed the process, the BTTB remains optimistic about launching the project by next June.
