Our good police

I have read many ludicrous comments made by Bangladeshi officials, but probably this is the best (or worst, depends on the perspective) one. According to The Daily Star report a top police official said "it is not possible for police to stop 'target murder' unless advance information is received". So are the police implying that they are there to just stop crime only when they know it beforehand? In that case how are they going to know about future crimes? Are they thinking of having something like the film "Minority Report"? If not, then what the police is implying is that we all are at risk of being murdered if someone 'targets' to kill us. Hmm... so why are we paying the police? So that they don't have to catch the murderer while we are murdered? Something doesn't sound right.
