With reference to the letter of Mr Shahjahan Ahmed, published as "Promotions and ..........." in DS ,September 2,2003, I read the letter with full attention and found that most of his points were far from the truth. He alleged that the 1973 batch was recruited politically and no educational qualification was set for the recruitment. He also stated that the so-called "Janantar Mancho" of 1996 was the creation of this batch. I disagree with the writer for the reasons stated below.In the liberated Bangladesh, freedom fighters were due to get special recognition and privileges for their valuable contributions to the liberation war. And as such the freedom fighters could be recruited in any job of the government relaxing their educational qualification and in that case no power on earth of that time could prevent the government. Instead of doing that the then Government followed the usual procedures of recruitment through the Bangladesh public service commission. The only exception was that the recruitment examination was conducted only for the freedom fighters. The process started with open advertisements in almost all the national dailies. The minimum educational qualification set was a bachelors degree. It may be mentioned here that the minimum educational qualification for appearing in the Central Superior Services of Pakistan was also a Bachelors Degree. In fact, most of the officer of 1973 batch had Masters Degree of Pakistan period. Some of these officers also obtained PhDs during their service career. As to their commitment to the Awami League government, the statement of the writer contains no truth. As Awami League was in power in 1973, appointment of these officers were given by the Awami League government. These officers joined the service in the last quarter of 1973 and Awami League was dethroned in August, 1975. After that these officers served in different important positions under BNP and Jatio Party governments up to 1996. Have they shown any partisan attitude at that time? Are the officers of 1973 batch responsible for establishing so called 'Janatar Mancho? Actually the 'Janater Mancho' was established by the then Mayor of Dhaka City Corporation Mr. Md Hanif and it was attended by people from all walks of life. Not a single Civil officer of 1973 batch has been charge sheeted in the sedition case concerning "Janatar Mancho." Do these facts establish the claim of the writer that 1973 batch is responsible for the success of "Janatar Mancho."?
