Fountain on a 'faulty' roundabout
Experts fear traffic snarls near ZIA


An under-construction fountain on a 'faulty' roundabout of the airport link road may increase traffic jam at the entry to the city, as it is being built in an unplanned way, experts feared.

The Civil Aviation Authority of Bangladesh (CAAB) is building the fountain under a beautification programme, but Dhaka Transport Coordination Board (DTCB) has identified the roundabout as faulty, as it is not at the centre of the road.

Because of the imperfect constructs of the roundabout, the DTCB has decided to demolish it for smooth traffic flow on the busy road to the heart of the capital, while the CAAB is constructing the fountain in a hurry without taking DTCB permission as per law, sources said.

"When we are thinking of removing the roundabout, the CAAB is constructing the fountain on it without any plan or technical survey, which is simply misuse of state funds," a senior DTCB official said.

DTCB experts visited the site on Tuesday and found that the fountain was like a 'monument' that threatens traffic snarls in the area.

The DTCB complained to the CAAB last month, mentioning the legal aspects of construction on city roads, which requires approval as per the DTCB Act 2001.

Following the letter, State Minister for Civil Aviation and Tourism Mir Mohammad Nasiruddin replied, requesting construction of speed humps around the island to protect the fountain.

Meanwhile, the communications ministry has also asked the CAAB whether or not it has the design approved by the DTCB, Dhaka City Corporation, Dhaka Metropolitan Police and other departments.

"Before building the fountain, the CAAB should have the design approved by the departments, but it did not follow," the DTCB official said.

"We have a plan to set up different traffic channels and signals at the important crossings to smooth traffic flow," a DTCB senior official said.

The chairman of the CAAB refused to comment on the issue.
