Perception is the interpretation of the situation, not an exact recording of it; it may create a picture that may be quite different from reality. Yes, the perception of the CPI was different from the reality when it named Bangladesh as the most corrupt out of 133 countries.Perception is certainly important but it has no statistical basis. The TI deals with some deficient data and concurrently becomes the assessor and adjudicator. Mere comments from the business people, academics and risk analysts are not enough to brand a country as the most corrupt. It is not very fair on the part of a group of self-appointed judges to bring out such shattering results for a country. We admit that we are corrupt. But the corruption is mainly on the part of government and semi-government organisations, not the whole nation. The TI's perception is that a corrupt government represents a corrupt nation and a poor country should be corrupt to the root. Despite the weakness of the TI exercise, we cannot possibly question the CPI until the stimulation to stand against corruption comes from our hearts.
