Why this failure?

Of all the terrorist attacks , it is the most heinous. Year after year, a series of bomb attacks have been carried out all over the country. We should think deeply as to why there is no progress into the probe of all those occurrences and no appreciable result in spite of the international probe (e.g. Sylhet incident) . Remember, doing nothing about such a menace can only invite more trouble in future.
