WASA billing system

The Dhaka WASA charges Tk 11.5 for supplying one cubic meter of water in case of domestic consumers, while this rate is Tk 38 in case of commercial consumers. In the Dhaka city, there are multi-storied buildings and apartments anywhere and everywhere with both domestic and commercial type of consumers. WASA supplies water through "one and only one meter" and thus individual consumers are not aware of their consumption. In view of great difference in tariff, consumers have no alternative but to negotiate with WASA billing staff, inspectors and meter division people.

I face great difficulty while paying WASA bills. Would the authorities concerned look into the matter and allow us to pay bills without having to negotiate with anybody?
