Small change can expedite development process

The publication ceremony of a book titled ' Local Government in Bangladesh' edited by Kamal Uddin Siddiqui, principal secretary to the prime minister, was held at the Biam auditorium in the city yesterday.The book emphasises the theoretical perspectives of local government and decentralisation, historical evaluation of local government in Bangladesh, the current practice and major challenges of the local government. Dr Tofail Ahmed, professor of the Department of Public Administration, Chittagong University, said the third revised edition of the book in two decades proves the high quality and demand of the book. He also stressed to introduce a mother law for different local government organs avoiding various laws. "Instead of waiting for a revolution, we should go for small solution with large applications which can expedite the development process of the country," Kamal Siddiqui said. He also agreed with other discussants about publishing a Bangla version of the book for better understanding of the local government representatives. The author also assured that he would consult with different scholars before bringing out fourth edition of the book. "If we do not advance in knowledge, we will have no way but to follow the donors' prescription," said Hossain Zillur Rahman, executive director, Power and Participation Research Centre (PPRC). Director of Center for Governance Studies of BRAC University Dr Akbar Ali Khan, Secretary of Local Government, Rural Development and Cooperatives Ministry AHM Abul Kashem and Chairman of Dhaka University Development Studies Professor Salauddin Aminuzzaman and Director General of Bangladesh Institute of Administration and Management (Biam) M Shahidul Alam also spoke on the occasion.
