Awami League (AL) General Secretary Abdul Jalil yesterday reiterated his resolve that no parliamentary election would be allowed without reforms in the system of caretaker government. At a rally on Altafunnessa play ground in Bogra town he also urged the people to be united against the four-party alliance government and said the BNP-Jamaat-led alliance had staged a drama with the Election Commission in a bid to deprive the people of their rights to vote. AL Organising Secretary Abdul Mannan, Mahmudur Rahman Manna, its Publicity Secretary Asaduzzaman Noor, former minister Ashikur Rahman, former member of the parliament Mostafizur Rahman, Central Organising Secretary of Jatiya Samajtantrik Dal Rezaul Karim also spoke. Mamtaz Uddin, president of Bogra district unit of the AL, presided over the rally. Urging all the activists of the 14-party opposition coalition and the people to attend the 'long march' that is scheduled to enter the capital tomorrow, Jalil said the much-craved democracy could be established only by ousting the four-party alliance government through a democratic movement. "As the president has no power to participate in policy making without the advice of the prime minister, so should be done with the caretaker government system," Jalil said, adding that the magistracy power should be kept under civil administration to ensure free and fair elections. Under the present law of the system of caretaker government, the president enjoys unrestricted authority, which paves the way to manipulating the elections, Jalil noted. Referring to the general elections in 2001 he said, "It was not a free election, as the president gave magistracy power to the army."
