Chittagong Development Authority (CDA) yesterday announced the names of allottees of plots under its Kalpaloke Residential Area Development Project (1st phase) more than eight and a half years after the project was initiated back in June 1997.The authority allotted plots of the housing project to 400 applicants, out of 1047, who made application with an average deposition of Tk 1.5 lakh each as security money within November 17, 2002. There are a total of 403 plots under the project, but three plots could not be allotted because of three cases, which forced suspension of the allotment process for around a year. Of the 400 plots, 204 were given to the applicants of ten categories through a lottery the CDA used for the first time to ensure transparency, impartiality and accountability in the allotment process. The remaining 196 plots were allotted to the applicants of another ten categories through marking and genuine & deserving system. These categories include freedom fighter, family member of martyred freedom fighters, member of defence forces, justice, teacher of government schools and college, government employee, people affected by Kalpaloke housing project and CDA officials and employees. The lottery was held at a function held at the CDA Hall with Housing and Public Works Minister Mirza Abbas as the chief guest. Addressing the function, Mirza Abbas said the residential plots were allotted as per the revised Kalpaloke Residential Project Plot Allotment Policy 2005 to make the allotment process more transparent, fair and impartial. But the revised policy with a provision of lottery system triggered resentment among some applicants who lodged three cases, forcing the authorities to suspend the allotment process, he said. However, the lottery was held after postponing the allotment of the three plots, he added. The minister inaugurated the lottery conducted in front of the applicants and the press. CDA Chairman Shah Mohammad Akhteruddin presided over the function.
