Family background in public service

Refer to 'Bureaucracy: Points to ponder' by Kazi S M Khasrul Alam Quddusi published in DS on 23 January in which he made a recommendation for the recruitment of candidates to public service as well as other responsible jobs . He wrote, "Phenomena such as family background, track record of behaviour pattern, moral character, innate propensity etc might be given due importance along with the academic excellence and psychological aptitude." I beg to disagree because in modern times things like family background are not taken into serious consideration anywhere in the world.
