Secretary Akhtar turns into deputy secretary

Power Division Secretary ANH Akhtar Hossain finally landed three notches down to deputy secretary yesterday after he was elevated to the prestigious post under the presidential quota during the immediate past BNP-led government's rule.Akhtar was transferred back to his original deputation as a deputy secretary at the Water Resources Ministry. This is the first transfer after the new adviser for energy and power, Tapan Chowdhury, took charge. Besides being made secretary under the presidential quota, Akhtar was given double-promotion twice despite having the rank of a deputy secretary. The Daily Star reported on December 10 that Akhtar was made secretary from the rank of deputy secretary overnight, under the blessings of a vested group in the government, through a double-promotion under the president's quota twice on September 30. The Iajuddin Ahmed-led caretaker government transferred him again on October 30 as the secretary to the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning. But surprisingly he was transferred back to the Power Division the next day. "ANH Akhtar Hossain's appointment as secretary to the Power Division stands cancelled," said a government handout. Akhtar's original posting was in Bangladesh Water Development Board (BWDB). A power division official said on September 30 that there is no precedence of such blatant violation of service rules. Akhtar's career does not have any achievements to justify such promotion or reinstatement in his secretarial position in the power ministry.
