In the memorandum, Bapa urged Saarc leaders to consider issues of climate change, global warming, settlement of disputes centring international rivers, preservation of shared sensitive eco-systems and promotion of environmental awareness and sustainable development.

Regarding water issues, Bapa urged India and all Saarc countries to adopt ecological approach that would promote preservation of natural quantum and direction of river flows.

Bapa also suggested Saarc leaders to take into account the experience of African countries that made much advancement in preserving forest and protect their wildlife through joint efforts.

In the memorandum, Bapa urged Saarc leaders to promote interaction and cooperation among the governments, pro-environment civic and non-government organisations, so that a regional consensus on sustainable development can be developed.
