Fair bidding doubles DCC income

Fairness in tender bidding has almost doubled Dhaka City Corporation's (DCC) income this year from the lease of two bus stops at Sayedabad and Joykali Mandir.Maliha Enterprise, which got the one-year lease of these two bus stops this year, will pay the city corporation about Tk 19,000 a day as against around Tk 12,000 last year. DCC sources said the revenue from this kind of lease in the past was less because of widespread irregularities in bidding and political influence. DCC Mayor Sadeque Hossain Khoka expressed satisfaction over the amount of revenue to be collected from these bus stops. "We are happy with the increase. The key reason for this increase is the prevailing political scenario," he said. The mayor also said that DCC's tax collection is now going on smoothly and the sufferings of people have reduced. "At least people are not forced to bribe now in the changed situation. Even the most corrupt officials are fearing to take bribe." Asked if politics was in the past a hindrance to smooth collection of revenue, the mayor who is a leader of BNP, said, "It is hard to say." He however explained that yearly 15 to 20 percent increase of revenue from any kind of bidding is normal. The open tender bidding took place at the DCC on Thursday. This correspondent was present there and all the 9 bidders told Star City that the while tender process was fair and transparent. They expressed satisfaction over the fairness of the bidding. The second highest bidder, Shafiul Azam, was also happy to see the tender process. "I could not win the contract, but I must say this is remarkable. This fairness is the result of the interim government's bold stance against corruption." At 1:00pm on the day, the tender box was closed and half an hour latter it was opened in front of all the participants. For maintaining transparency, BM Enamul Hoque, who conducted the bidding, showed every bidding proposal to all the participants. Enamul, who recently joined the transport department of DCC as general manager, told Star City that the bidding was very competitive. He said the fairness and transparency in tender have not only increased income but also boosted DCC's image. Sources said the city corporation is going to hold tender bidding for other city bus stops and inter-district terminals within a very short time. Enamul expressed hope that if they could arrange fair tender bidding for leasing out these terminals, the city corporation's income will increase remarkably.
