Division for Tarique

This is in reference to the news that appeared in DS on June 13. I am not biased, nor have I any personal grudge against Tarique. However, what really bothers me is: on what basis this man has been granted division in jail? It was clearly defined in the newspapers some time back who are entitled to getting division in jail.
