Expatriate Bangladeshi voters

It has been reported that the EC is actively contemplating extending the voting right to the expatriate Bangladeshis and ensure that they can vote in the "upcoming" election in 2008. Nobody can raise any objection to this idea, but the important question is, would it be possible to complete all legal formalities and have the voter list ready before the election? In my opinion this would be a difficult and complicated task to finish before election in 2008. It is much easier to complete the voter list of in-country voters than the expatriate voters correctly and fully. Therefore, one would expect the EC to kindly keep in mind the election by the end of 2008 and initiate the process right now. We hope everybody understands the implications of it all. I humbly urge the EC to kindly publish the modus operandi of the project. I conclude with a question: would it be necessary to visit all the countries where Bangladeshis live with duel status or otherwise?
