Sweeping changes in AL reform proposal

Reformists of Awami League (AL) have brought some amendments to their 25-point party reform proposal, making it a much more sweeping proposal for overall political reform instead of a mere party reform.The amended proposal seeks not only to reform the party constitution but also the national constitution as well as the legislative, judicial, and executive branches of the state. The sweeping new proposal, which the AL reformists claim as final, also suggests reforms in the Election Commission, Public Service Commission, and Anti-corruption Commission as well as in the social and political sectors. The finalised proposal will soon be placed at an AL central working committee meeting first instead of the news media, the reformists said. "We have finalised our proposals and handed those over to our Senior Presidium Member Abdur Razzak for review. He along with three other senior leaders Amir Hossain Amu, Tofail Ahmed and Suranjit Sengupta has been reviewing the proposals," AL Acting General Secretary Mukul Bose told journalists yesterday. According to the amended reform proposal any member or leader of the party, if convicted by a court for any unlawful activity, will be expelled from the organisation, the AL reformists said. "If anyone is proven guilty by a court for any unlawful activity, that person will not be eligible to hold any party post or any governmental post," Mukul Bose told The Daily Star. If anyone is convicted of a crime by a court while in a party post, that person will lose the post and the membership of the party permanently, according to the amended AL reform proposal. Sources said issues like development of human resources and education for citizens have also been included in the amended proposal as part of suggestions for social reforms. Some other specific proposals including a ban on fundamentalist political parties, rooting out of militancy, implementation of four main principles of the state originally stipulated in the first constitution of the country, and establishment of the principles of Bangabandhu Sheikh Mujibur Rahman among other things have been mentioned in the amended proposal, the reformists said. Representation of religious minorities in both party and state affairs has been suggested in the new proposal, said a pro-reform AL leader. It has been stated in the new proposal that the treasurer of the party will have to disclose the accounts every three months to the AL central working committee. Sources said before seeking the final approval of the national council, the reformist leaders will take opinions of different party forums, different professional forums, intellectuals, members of the civil society, journalists and teachers about their reform proposal. The reformist leaders will also take opinions of the district, upazila and thana unit leaders of the party and of its front organisations, the sources added. Alluding to the party's current President Sheikh Hasina, the sources said the amended proposal has been prepared carefully to avoid targeting any single individual for expulsion, rather it has been designed giving equal preference to all leaders and activists of the party. Although the AL reformists earlier decided to place their proposal before the news media like BNP Secretary General Abdul Mannan Bhuiyan had done, they now want to place it at party forums following lifting of the ban on indoor politics before going public, due to their failure to find a reformist spokesperson eager and acceptable enough by all to announce the proposal to the people. Mukul told journalists yesterday that their reform proposal will be placed at party forums first instead of the news media. Prof Abu Sayeed, a member of the party's reforms committee, however told reporters yesterday that the proposal will be informally announced through the media by July 2 for seeking public opinion from all segments of the society. Earlier Amu and Tofail were requested to take the responsibility for announcing the proposal to the media, which they declined. On the other hand some reformist leaders recommended not letting Razzak announce the proposal to the media for reasons undisclosed.
