EC to knock now on voters' doors


The Election Commission (EC) has finally decided to assign its enumerators to make door-to-door visits for collecting particulars of eligible voters to simultaneously prepare the voter list with photographs, and national identity cards across the country.

Prospective voters however will have to visit voter registration centres to have their photographs taken for the voter list.

An EC announcement said over three lakh remunerators and supervisors will be recruited for voter listing. Besides, monitoring teams comprising more than five lakh locals including present and former representatives to different local government bodies and reputed persons will be engaged to help prepare the electoral roll.

The EC Secretariat on Sunday issued a circular asking election officials concerned to recruit enumerators and supervisors to start field level tasks for preparing voter list for Rajshahi City Corporation (RCC) area next month.

The same procedure will be followed in all other parts of the country, officials at the EC Secretariat said.

Earlier, in May, the EC first announced that it would prepare voter list by setting up voter registration camps, and ask people to visit these camps. In the face of criticism, the CEC then said the EC was actively considering sending its enumerators for door- to- door visits to collect particulars of prospective voters.

Sunday's circular said each enumerator will collect particulars of 300 prospective voters by making door-to-door visits while one supervisor will monitor the task of five enumerators.

The enumerators and supervisors will also encourage eligible voters to visit voter registration centres to have their photographs taken.

The EC asked the field level election officials to maintain neutrality in recruiting the enumerators and supervisors.

"Preparation of a flawless voter list largely depends on the capabilities of the field level staffs. People who are directly or indirectly involved in politics cannot be recruited as enumerators and supervisors," said the EC circular.

A monitoring team at union or municipality level will comprise current chairman, his nearest two rival candidates in the last election, immediate past chairman and his nearest two rival candidates and locally reputed people.

A monitoring team for a ward or a voter registration centre will consist of the ward commissioner concerned and his nearest two rival contestants in the last election, immediate past ward commissioner and his nearest two rivals in that election and locally reputed persons.

The EC has assigned massive tasks to these teams including launching campaigns urging people to register themselves as voters, assisting officials at the voter registration centres to list voters and take their photographs. Besides, the teams will check authenticity of particulars about prospective voters collected during the door-to-door visits or at registration centres.

The EC on several occasions have claimed that political situation, whatever be it, will not hamper the process of implementing the EC's roadmap for preparation of voter list by October next year.

But political analysts and a section of officials at the EC Secretariat say it would be difficult for the EC to complete preparation of voter list in time if political situation does not remain stable.
