Gulshan Circle 2 is an example of another site that suffers from myopia and lack of common sense, and yet it could be reorganised for a better, intense and vibrant urban use. The circle as it is now is poorly planned with no pedestrian linkage from one part to another, total lack of public open spaces, inadequate parking facility, and also inefficient vehicular traffic despite current alterations. Most of the buildings are ordinary and possess poor urban vitality. Gulshan Circle can become a mega-office complex with new civic amenities.

(1) Turn the whole inner circle into a pedestrian plaza with trees, fountains and benches, thus creating unobstructed pedestrian access to all the buildings ringing the circle.
(2) Create multi-level parking garages under the inner circle.
(3) Modify existing building around the circle to create new conditions of linked buildings that are well-planned with more square footages.
(4) Most of the buildings could be earmarked for commercial and business purposes with some dedicated for hotels and high-end apartment condominiums.
(5) Most upper levels could be organised as a publicly accessible rooftop space with theaters, movie complexes, gyms, and restaurants. All the buildings could be linked at the rooftop level by bridges and aerial pathways.
(6) The traffic will have to be rerouted along the outer circle in a one-way movement.

The re-planning could be carried out with the initiative of the city by forming a development consortium with all the building and business owners in the Circle.
