A national budget is more than just an account of the national income and expenditure. It is supposed to reflect how and where the government is planning to direct the nation through the next year. But, if past experience is any guide, our budgets are often little more than clever manipulation of figures, misleading statistics, unrealistic goals, false claims of success and fake promises of better days ahead. A star weekend Magazine probe into some of the major and more talked about areas of the proposed budget of 2005-06 finds little exception to this unflattering formula.
